Office Building Compound Rehab & Construction at the U.S. Embassy

In June 2011, Pernix was awarded the Office Building Compound Rehabilitation Project at the U.S. Embassy in Niamey, Niger. This project was located on an operating embassy compound and included:

The phased construction of a new warehouse, generator/utility building including the supply of a generator, fuel system and electrical distribution equipment, electrical demarcation building, Service Compound Access Control building (SCAC)
Additions to the existing Chancery office building and the existing Consular/General Services Office (EOBC) building
Extensive interior renovations of the EOBC building including complete demolition and refurbishment of mechanical, electrical, telecommunication, plumbing, and security systems, as well as complete architectural demolition and renovation
New landscaping for the compound, replacement/upgrade of underground utilities and infrastructure, and a new stormwater retention system

Project Highlights

The existing unclassified office building underwent a complete renovation while occupied and operational. The scope required phased rehabilitation of the building, including the demolition of existing systems, and the installation of new architectural, Safe Haven, ADA compliant building entrance and elevator, mechanical, electrical, and plumbing (MEP), fire alarm, fire sprinkler, telecom/data, and Technical Security Systems (TSS) systems.
The project also included ADA compliant civil and architectural, TSS, and state of the art life/safety system replacement as part of the CAA work in the Chancery Building and its new addition.
At the end of each phase, commissioning activities were performed by OBO-experienced testing engineers on the systems installation components validating our work prior to OBO’s inspection. Commissioning systems addressed any concerns with vendors and subcontractors minimizing the delays during the required pre- functional and functional testing.

All work was performed while the Embassy Compound remained fully operational. Pernix managed various challenges, including:

Classified scope
Retrofit construction work
Logistics of shipping secured containers to a remote location

Our team integrated safety into all work activities of the project. Training covered multilingual instruction delivery, hands-on understanding and use of safety equipment, and procedures benefiting the locally employed construction personnel.

Our procedures and guidelines raised safety awareness and kept our project’s multinational team safe, enabling Pernix to reach over 1.5 million total man-hours without a lost time accident.
